Updated Dev Utility: DinkersPal v1.03

IvanMZ has released DinkersPal v1.03, his cool little tool for converting batches of graphics to the Dink pallete. View the comments to see the changes that have been made.

+ There are now 2 bars of colors: The Dink palette and the normal file palette.

+ Files with the "size of file" information written in "dwords" instead of "bytes" are now accepted. Old programs wrote this information in "dwords" because Microsoft said this must be in "dwords", but later corrected this, and said this must be in "bytes", but that was too late.

+ Now the width and height of the images are not limited. Before was 1200x and 900y aproximately. I changed this because SimonK put a image really big in Pilgrim's Quest, and i think more will come.

+ The search for files function was corrected. When there was not many files, like 1 or 3, the process sometimes don't started, or the last image stayed unchanged.

+ Before start changing colors, the palettes are compared, to not do things already done.

- The "difusion" and other methods to optimize 256 colors images was not implemented because, I have tried, but can't find the way to do it. Too much difficult.

- The new versiĆ³n 1.04 had a feature of loading palette files, but confused the program, so the code was erased.
