Apparently the rub the genie bottle wasn't really fixed in v2.11, but SimonK says it is fixed in v2.11a.
SimonK sent me Stone of Balance Patch 11a, which fixes a few bugs.
"I've gone thru and fixed a few bugs that Matthew Bond pointed out. Namely being able to translocate off Story 4 into other lands. Making the Genie Bottle in Story 2 rubbable again. Seems patch 10 or 9 took that away."
Stone of Balance v2.11a full will be uploaded as soon as I give someone with broadband upload access.
