Here, I'll help you out. I am also inexperienced at making mods so Dinkers help me out there.

Use Windinkedit and Skeleton B (or other skeleton clones). Try Easy Dink C from my good ol pal Phoenix.

Try reading the tutorials which should be located under developmental files. Also try Rudiments of Scripting. It is targeted for people who know nothing about making a mod.
: 3. I am way too busy to learn or make one only plan
That I cannot help you with. All I can say is you need to manage your time. As for plans for your mod, just write it on paper. Remember the key to good programming or making good mod doesn't start on the computer. Just think of your plans on paper and then apply it from there.
