First, you should sign up for a gamespy account so you can download dmods and all the cool files. That might be the reason why you can't download in the first place.
Second, just let the page load fully and you'll see one or two public download spots. Use one of them and download. It's that simple. 
All I can say is don't complain about the downloads in Fileplanet. The one at MW Summit is worse so be happy of what you got.
