Right now, it's a new mid-level instance (30-40)that takes place in the dockyard of Port-Town. We were going to make it an special event battle, but we're kind of pressed for time right now. There is an outside chance that in the next patch we will be able to supplement what we already have to an actual PvP arena with Pirates versus Trading Company.
