So, I know that this discussion is loooong over, but for anyone in the same situation - as I just was - the trick is to go and talk to the mayor's daughter and then the mayor all over again. Even though you may have already done it, do it again and the goblin guard will let you in.

I'm so glad I didn't have to start all over again
