I would say that at 4.4, this file is seriously overrated. I'd rather play one of skull's dmods, simply because they're shorter.
As for "fixing" this dmod, it is impossible. Even if I balanced the gameplay, improved the dialogue, and decorated the map, the story would still be confusing and idiotic, and the quests would still be boring.
