A "dir" is short directory. Often called a folder. If we're talking about the 'dir' Dink is installed into, we mean
C:\Program Files\Dink Smallwood\
which is the default. If you've changed it when installing it, you should look at the place where you've installed it. For example, mine's in
D:\games\rpg\dink
Basically, all you need when writing D-Mods is Notepad (included in windows) and DinkEdit (included with Dink in the directory you've installed it). For beginners, it might be easier to get Easy DinkC, and WinDinkEdit.
EasyDinkC is some sort of Notepad especially designed for writing DinkC scripts. WinDinkEdit is a windows version of DinkEdit, and easier to understand. EasyDinkC also has a nifty "New D-Mod Wizard", to help you get started.
For a great tutorial to get you started with things (very clear, slow tempo and easy to follow) check out The Rudiments of Scripting. It has step-by-step instructions on how to write scripts. For a WinDinkEdit introduction, check this video tutorial. I haven't seen it myself, but I guess it's good from what I've heard.
