Exactly. By all means top off the bottle if you can figure out how, I'm just suggesting you use that ratio, which could also be expressed as 16:1 (by volume).
If anyone's interested, I determined that while doing a somewhat more subdued baking soda and vinigar expiriment. You know that kind of hand warmer you set off by bending a little disc and then boil to recharge? It turns out they use sodium acetate which is what you get (along with carbon dioxide and water) when you mix baking soda and vinigar (preferable distilled). If you boil it down to a kind of thin syrup and put it in a little jar you've made your own hand warmer. I don't know how to make the disc, but you can just dry some of the solution out to get a starter crystal instead.
