This rule is devised after the 374 midipack (and many others).
Back then (long ago, when I was only reading and not posting), people could get points for releasing files and writing reviews, and a shootload of crappy files were released just to gain points. Because midipacks were still allowed, the easiest thing would be to download every midi from vgmusic.com and release it in one file (or several "game music packs"). Thank god this never happened, but you get the idea of downloading midi's and releasing them.
If, however, you composed all midi's yourself, it is allowed. Check the submit rule page.
