Well, you could argue the same for the Firebow and such. The arrow ain't on fire either but the idea of the flaming arrow in the inventory is to easily let the user know what kind of bow it is. If you modify the bow item icon and you add a small effect to the tail, it isn't as noticeable as a completely frozen arrow which also indicates the user is selecting the Ice Bow.
