If you don't have an account, just leave the password field blank.
Try Ted's Tools and Toys. It has the dink pallete, called dink.pal (wasn't that once a separate dev file?).
Paste the picture in psp, then go to Color->Load Pallete, and browse to dink.pal. Use Maintain Indices (Or indexes, dunno what it says).
If it doesn't look good, then don't use maintain indices, but one of the other two. Something hás to work
