We (the south of the Netherlands) have it too. We call it "carnaval". It's just about the same as Mardi Gras. 'cept for the beads and the candy

And yes, it's catholic, though it's more some cultural thing of "the south" (as them northern-people call it). I know a lot of protestants who celebrate it more than I do
