Dinkedit and Windinkedit are for editing maps, for scripts you just create text files in your dmod's story folder, name them myscrip.c and edit them with any text editing program like notepad. And of course a lot of the time you'd copy and modify scripts from original Dink and dmods, rather than creating them from scratch.
The scripts in original dink's story folder are encrypted, but you can get them in .c format from source.zip in the develop folder. If your version of Dink doesn't come with this, you can download Dink Smallwood V1.08 from this site. Alternatively, I believe WDE has a .d to .c decompiler built in.
I'm not too familiar with tutorials, but there's a 'dmod creation tutorials' sticky at the top of this very forum, which is probably a decent start.
