I'm asking because I've been poking at one for a little bit, wanting to make use of like the islands near Stonebrook and the Herb Boot salesman that went un-used - I saw somewhere that was supposed to be Porttown - but I'm asking if, when I think it's okay to go, if it would be okay to upload, or if it kind of feels like a rip-off.

Perfectly ok. As long as it's at least a little bit substantial, and not just adding a single npc to Stonebrook and calling it the "Dink Smallwood Enhanced Edition" or something. (We do have Dink and Libby. But a lot of files like that would get spammy real fast)

I'm actually bewildered this kind of thing has never been popular. With most modding communities, you see a million modifications to the original game, but with Dink that has never been a thing. There's never been any rule against it, people just haven't done it.
