LOOK UPON MY DEFORMED FACE!
I got a build environment going and tested a few things out. Changing dinkc.cpp's integers to 32-bit ones didn't do anything, but for fun I decided to compile a 64-bit Windows exe (if anyone wants it, let me know) in MSYS2 with the expectation that it would grind to a halt like on Linux/macOS x64 only to run it and discover that the tile puzzle works perfectly... The question now seems to be why is 109.6 not clearing those variables specifically on *nix x64 platforms and perhaps vindicates Skorn, just this once.

I also tested that external() demo script on the broken x64 platforms, as well as known good ones, and all made Dink say "1".
