This sounds more and more like 'please pick up an unfinished DMOD and finish it' than an actual contest.

The idea for contests in the past was always to make the subject and time-frame limited so you have a good reason to keep the scope of your DMOD limited and actually finish it rather than dragging it out forever.

If you want to make this in a contest you'll also have to ask yourself a couple of questions, like:
- What are the prizes?
- Who is going to do the judging?
- What are the judging criteria?

The last one is especially tricky if you want to leave the option of which DMOD to finish open, because it requires the judges to play both the unfinished and the finished DMODs to judge the additional work done. (I'd definitely recommend setting the DMOD to be finished in the rules though, not just for this reason).

You might struggle to get enough entries in any case as only you and slipdink seem to be actively producing DMODs right now, though I might be surprised.
