That seems really weird. Does the blurriness persist in the same spot no matter what's on the screen? If so, that sounds more like a hardware problem (i.e. your monitor's ducked) than a software one. However, if you formatted your your computer and haven't updated your display drivers yet, do that. Also make sure that the resolution and other display settings are correct.
But really, I have no idea. Most likely someone somewhere has had the same problem, and google knows best if you just keep digging.
