I think the red knights were probably bandits or at least some kind of gang, I don't think Daniel is that desperate as to spend money on guards to hunt down one guy with little gold, the bridge taxman is probably richer. Also Dink would be more of a wanted man since he usually kills them & maybe the guards in the lock-picker's apartment.
