By what I understand, the idea is to prevent people from abusing the system by buying games from countries where they're much cheaper, Russia, Asia, what have you.
Sucks reindeer balls if you're actually IN Russia and want to gift games to your friends, but US and Europe are among the most expensive places to begin with, so games bought in those regions shouldn't be affected. At least for now. Give the devil a little finger, and he'll take the whole hand...
If you already bought games and didn't get a warning about them being region-locked, then you should definitely be fine.
