That doesn't make much sense to me, maybe I misunderstand. Doom was always a pseudo 3d game meaning you can do all sorts of stuff with a proper renderer. Dink just uses standard bitmap files for its graphics. Not much would change except for the possibility of using pixel shaders for funny overlays or something (I don't know anything about gfx programming).
Even so, Seth made 1.09 use openGL for all platforms as the drawing backend as it uses his Proton framework, and it looks like Beuc is migrating FreeDink to SDL2 which I think uses OpenGL as its drawing backend as well meaning it's already in there if you're really interested.
