Well, the order of importance of different elements of a game depends on both the game's own design and the consumer's expectation.

For a Mario game, gameplay is most important because people know that if they want a very fun game that's easy to get into, Mario is perfect for the job.

For a Final Fantasy game (and many RPG's in general), it's usually story that becomes most important element since Final Fantasy games have come to be expected to tell very interesting tales.

All that said, there are ways that the story and gameplay can be carefully connected without even putting a single word on the game screen. This is usually in the form of aesthetics such as the designs of the areas the game takes place in, and subtle things such as the enemies you are battling. Mario games are actually quite good at this kind of story telling. However, my favorite example of this has to go to Super Metroid.

So in this way, it's not an unreasonable thing to say that Super Metroid has a good story even though the only part that really "tells" a story is the introduction where Samus talks about her mission and history, since the environments, enemies, sound, and designs have so much to say.

So for me, the most important element of the game just depends on what the game itself is trying to make important. I enjoy a fun game, but I also enjoy great stories.
