It's difficult to pinpoint the exact date for certain. This site lists it as June 15, 1997 (thanks, Tyrsis):

However, that's just a third party game site. This snap of rtsoft.com from June 25 1997 gives the impression that it wasn't out yet at that time (so either Dink wasn't released on the 15th, or Seth took his good time updating the website):

Taking all that into account, I'm inclined to believe Dink was released in 1997. Very early in 1998, at the latest.
