Kris, I think Punisher is trying to say that having a license doesn't mean you're a good driver. There are some horrible drivers out there with a card. Some even so horrible that the card gets taken away from them. And there are some perfectly good drivers out there, who don't have a license. In that regard, I do somewhat agree that common sense > law in this case. I think it could even help a little bit in decreasing the amount of car accidents, but maybe that's stretching it.
