Scratch isn't abusing his powers, he's using them judiciously and fairly. It's the idiots who get their threads locked and deleted (And then re-posting the deleted topics like a retarded one-eyed blighted Guar) who think he's abusing them.
Lepro is the exception, because he's been here longer and has more brains than most people.
In fact, everyone whose topics don't regularly get deleted/locked/devolve into meaningless flame wars/et cetera deserve to get banned.

(And for the benefit of Dack, who will inevitably ask because he's never had the chance to play the wonderful game, a Guar is a type of animal in the video game 'The Elder Scrolls III: Morrowind". It is, in my opinion, the last truly well-written and complex TES game with a decent balance between wonky and difficult controls and decent and fun gaming mechanics. (Though I absolutely hate how you can't wear boots as a Khajiit or Argonian.))
