Throughout the dmod, whenever you have finished a quest, go back to the person who gave it to you. Only then is the quest "complete" and the next thing (if any) unlocked.
Indeed. That is why in Dink's diary, the quests stay there until you have gone back and talked to the person who gave it to you. Sort of to let you know that the quests aren't completed yet.
