Well it all depends on the price. That's certainly not top of the line. But if the price is right, it's still a bargain. Personally I prefer Windows XP to the newer stuff, but it's definitely old. At the moment there are only a very few programs you can't run on XP, mostly from Microsoft (coincidence??), but I suppose it's inevitable that there will be more in the not too distance future.
