But why a billing address? And why a requirement for a credit card? Why not have their own transaction page on their site?!
I don't know about the credit card thing, but one of the benefits of PayPal is that you don't have to give your credit card or bank information to everyone.
I think the billing address is to help them make sure you're the owner of the card. A thief might not have all the info they ask for.
