Think about this a little bit: In any given region, DNA is going to be more alike because people in that region are most likely going to wind up marrying and having kids with someone else in that region. Therefore, tall genes or short genes tend to be common among the natives of a given region. It could easily be that the people in your region are taller because it was settled by taller people way back when. On the whole, however, India has over a billion inhabitants, so you can not realisticly claim to have seen even a good portion of Indians. Even though people in your region may be taller, there are likely many more regions with shorter people, which will reduce the average hight.
