Actually, Redink, while what you are saying makes sense, and is what I believed for a long time, I did read some articles that thought otherwise.
The cat is not just torturing the mouse, but is in fact scared it will fight back! That's why the kitty will keep it's distance if possible, batting the mouse around until it's so weak it can't fight back.
Also, when a cat brings you a half-dead animal of some kind, it is actually trying to teach you to finish the little beast of, thus teaching you to hunt.

Of course, when my cat tried to fight the mouse in our house, the mouse ambushed him and took him out with a well aimed shot of his sniper rifle. dang that mouse...
