Daniel, there are clowns.
That's nothing, Skull! I had to get up in the morning at ten o'clock at night half an hour before I went to bed, drink a cup of sulphuric acid, work twenty-nine hours a day down at the mill, and pay mill owner for permission to come to work, and when we got home, our Dad and our mother would kill us and dance about on our graves singing Hallelujah.

Seriously though, having a good social safety net is essential to the health of a community and its people, and I can actually sympathize with you skull. I have actually known people with incredibly difficult childhoods and serious mental and emotional issues who were failed by the system. In those situations, it really is almost next to impossible to get out of. In the first world (and in other places), a person can rise out of poverty (even with the deck stacked against them), but only if they have the health and tools to do so. The best I can think of is to make the resources for people to repair themselves available to everyone without making them feel like some kind of criminal or subhuman (which is practically non-existent in most of North America), because ultimately, it still is up to the individual to change their life if they are not happy with it.

Also, I'm pretty sure Pred is just a stereotypical ugly Ozzie and not some English prat.
