It's like what was already said, bows don't offer more than the other weapons in Dink's arsenal. The solution isn't necessarily to alter the way the bow works, but rather the way enemies work. Making some enemies more dangerous than others would promote bow usage more I think And it's vital that the d-mod with bows in it remembers his no hit setting on decoration
