If you don't have an account, just leave the password field blank.
What I did, was go backwards. And slaughtered civillians.
Running from the law is a good way to level up
If your Tilde key isn't working, and you're trying to input a chat code or something, my suggestion is don't. RPG Fighting games like that require patience and grinding.
Though in all honesty, Oblivion was easier to grind in than Morrowind
