In my opinion:
GIF is only good for small pictures with a small palette, or specialised uses (such as anmation)
JPEG is only good for medium to large photos, though I personally hate JPEG's low quality.
BMP is good for small pictures or examples, or for rough work.
PNG is my favourite, I prefer it over JPEG for it BMP-like quality: Every pixel has the right colour, any colour you want out of 16.7m, and/or transparency (semitransparency?)
And JPEG generally sucks because its method of compression destroys image data.
