Oh, is that so. Let's see: You could sue ONLY on account of damage to your' person ie. blackmail. You cannot sue someone for publicizing your' IP address unless you can prove to the court that said publicity has harmed you in some way. You do not own the IP address: your' Service Provider does and as such, it isn't actually your' personal possession. That you could sue the Dink Network for creating a way for people to hack your' system is rubbish, because most anyone with more-then-basic computer skills could stalk you down and find your' IP number.
In fact, if you were actually worried about this, you probably would be using the internet at your' local library or cafe.
