Well, if they really are weblogs, and you offer the option for them to be off topic and personal, I don't see why they can't be random crap people type. I think a better solution than moderating them would be to give each person *a* weblog that they can update... kind of like a livejournal dealy where it's just one page, not a bunch of different pages. And maybe give them two, one for personal/off-topic and one for development. I don't know how clear that was, but yeah.
