Actually, the economy was already ruined through decades of banking deregulation and we've seen the reinstatement of the large bubbles and busts of the turn-of-century economics. The "bailout" is an attempt to make it suck less... the question is if it will actually help, or even if it's large enough to make enough of a difference.
The hand on the chest is symbolic and only symbolic... anyone who truly gets upset over something so small needs to get their priorities straight.
By your reasoning, that would essentially mean that we will have soldiers in the Middle East till the end of the Republic. There will always be some form of terrorism as long as there are people who feel sufficiently marginalized and motivated to violence. This is not a desirable, nor a realistic expectation for any country.
