i've found air, fire and earth shards. are there anymore and i've gotten to the third floor of the tower but cant figure out what to do with fire rock on one side and water one on other that says "no prizes for guessing what this is a shrine to." how do u get up another floor or is that it?

There's a pot in the library, fill it with water, then check behind the upper bookshelf on the left.

This is where you will find the water shard.
