fireball wont recharge

do i have a bug or am i missing something? my fireball won't recharge in the land of reverence.
do you have any points in magic i once got the magic but without gaining any magic so i leveled up and manually added magic(meaning no potions used for that 
).

tried levelling up manually, no luck. can't continue the game without being able to burn a tree. very frustrating.
