I entered the dragon cave a second time and saved there after I finally found the potion. Now I am stuck inside, because neither the exit, nor the dragon appears. Help!

The stairs should be there... I did test this and they were there for me the second time I went in. Did you enter from Port Town or the End world?

I came in from the destroyed world both times. The "Please wait" was visible, so something was generated, but that was no dragon and no exit.

Okay it was a bug patch to ver 0.99b fixes this, you can now visit dragon realm from end world multiple times.
