How do you get past thew unbombable rocks in the desert (or get a permission to enter the mine or whatever that is)?

There's only one rock that you can blow up (for as far as I can remember). But which 'mine' do you want to enter?

Could it be that the topicstarter means the rocks in the upperright corner of the desert, which also happen to be near a cave/mine-looking? entrance? They can't be bombed, you'll have to walk around..

It could be... But you can't buy bombs at that stage of the DMOD, so saying it's unbombable is kinda... useless...

I am looking for the author, and those rocks stand in the way (or do they?) The thing where I need (?) permission to enter is in the village, where frying is forbidden.

You must learn to cook. Ask around in town and at a certain time, you'll be directed to the cook.

The only thing you have to do to enter the village where frying is forbidden is reading the sign...

To enter the village where cooking is forbidden it's slightly trickier, following magicman's advice would work.
