Well, I found it myself.
dang me for a FEmale chauvinist pig. I thought I talked to every person in the town, and then tried to talk to stones and trees. Finally it dawned on me I hadn’t ask the barMAID!
She helped me to get to the Harbor master. Just goes to show how bad discrimination can be.
