what is the difference between a normal and a featured review
A featured review is of a higher quality, grammatically as well as in the way it expresses the opinions of the writer and relates to the file being reviewed. An opinion of such a quality can achieve Featured status, thus giving it the chance to be showcased on the file that it reviews whenever someone looks at the file.
Look at any file at all, and you'll see a review below it if any are available. If there is a featured one, it will show or fight for position during refreshes on whichever. If there is no featured status review for the file, a regular one will be showcased. If there is no review for the file, then obviously none will be shown.
