I agree. Accident's do happen. I was speaking about instances where the person's choices, ie. drinking and driving, were the issues.
One of my big complaints about my country is that we're so car and highway (read petroluem) addicted and so spread out by sprawl in some places, that most people have to drive to get to a place where they meet up with friends, and consequently drive after drinking. Granted, where I live, Austin, taking a cab is not too expensive and I ride the bus when I can, but most public transit sucks and in many big cities, living where you can walk everywhere (downtown) is only for those with money. Anyone agree, disagree?
