Wrong, sarcasm doesn't need to be irony. The intent to hurt is true.
For example, check this: "No I can't read your mind."
This isn't irony (because you actually say what you mean), though the explicit tone in which the word "can't" is pronounced makes it hurtful (for example in "How the heck should I know what you mean, stupid?").
