Editing tile hardness is tricky. You do it in WDE with the "Q" key... but not every tile has a unique tile hardness. Many tiles share the same tile hardness square or index. So if you edit a tile hardness index you will affect any other tiles that share that hardness index.
It is better to copy and paste (stamp) tile hardness. To do this, go to hardness mode in WDE with the "H" key. Then use the "E" key to browse the various tile hardnesses (indicies) available to copy. Click on the one you want to copy, and escape out back to the screen and "S" key to stamp the copied tile hardnesses onto your tile square.
