Actualy, emulators are legal. So is downloading ROMs so long as you have the original game. Also, some people make console games in the form of ROMs that never get published and exported to cartridges. Alot of people give them away free for download.

If one uses an emulator, you can play games that haven't been published and use patches for existing games. There is alot online about console programning. There was even a thread on the RTSoft's Dink forum about making dink for GameBoy advance.

There is also legal hardware out there that allows one to transfer ROMs and saves from cartridge to computer and viceversa.

There is also a rewritable cartridge to store roms on so that one can play them on the actual gameboy.

Getting all of this stuff is a hell of a lot cheaper than buying a development kit. These are just examples for gba, but there are similar product for other consoles.
