I didn't install DFArc3 as a standalone, if that helps. The way I did it (and I'm win7 too) is to install regular DFArc, then 'patch it' with DFArc 3 in the same directory. That seemed to work just fine for me, since I'm not sure DFArc 3 comes with Dink built in like the official DFArc/Dink download. I've always thought of it as a patch in comparison.
As a side note, also keep in mind the silly %appdata% thing with redirecting unpackaged Dmods when you go to install them, as it's a Vista/7 thing so far as I can tell. No idea if its the same in Win8.
