Essentially, but the d-mod would have to be extremely crappy for an epic to get that low of a score. Oh, and trust me, we wont validate any unfair review (like if someone gave Prophecy of the Ancients a 0.1 for the reason that they had to slaughter a goblin or something like that). If one individual dislikes the file (who cares what file) and gave it a low score, if the file is truly good, the other reviews will easily balance it out.
