I have worked with several of the worlds best special forces and it's hard to judge... Each have their own specialties. Overall it's between the Israeli special forces, and the SAS. Seals are a close second to those two (for overall tactics and training). Now if you want to get into certain scenario's (cold weather, HRT, CAS {close air support}, etc) we can argue all day.

I lean towards the Israeli guys just because of some of the shoot I have seen. Being proven in combat and clandestine operations speaks worlds compared to "training" alone.
